India continues to 'Unlock'; bars and malls reopen

As Unlock 4.0 commenced on Tuesday, most of the states further eased the coronavirus-induced restrictions on the movement of people and functioning of commercial establishments like bars and hotels with mandatory COVID-19 precautions. After remaining closed for more than five months, bars and restaurants opened in states like Goa, Karnataka and Tamil Nadu. The Centre had allowed reopening of bars under the Unlock 4 guidelines.

The Directorate General of Civil Aviation (DGCA) has released a draft procedure that calls for testing pilots, other aviation personnel and crew members for psychoactive substances before they take to the skies. The Indian civil aviation regulator has sought comments from stakeholders over the next 30 days before issuing a regulation to this effect. Asking airlines and airports to do random checks on crew and air traffic controllers, DGCA proposed that violators be suspended for a minimum of three years or their licence be permanently cancelled as maximum punishment.

"We received Nooriya's drug report from the forensic lab today and she has tested positive for consumption of narcotic substances like morphine and cannabis," said Additional Commissioner of Police R K Padmanabhan. Nooriya, 27, was driving towards her home at Colaba in south Mumbai.
